The statement is somewhat true today. Today's cards support A3D mostly through emulation but DX doesn't aureal a3d vortex anywhere near it on SoundFusion and don't support the higher versions. On a true Vortex sound card, A3D is done in hardware and kicks lots and lots of booty.
